closely after getting a letter from the state informing her that she would soon 
receive a new debit like card for food stamps.&nbsp; </span></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">&quot;It came the other day,&quot; the 
Columbus woman said, patting her pocket. &quot;I just need to call to activate it.&quot;&nbsp;
  </span></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">One week from today, Ohio will 
change the way it distributes food stamps for only the second time in 42 years.&nbsp;
  </span></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">In the late 1990s, the state got 
rid of paper coupons to prevent fraud. This time the state expects to save $23 
million a year in administrative costs by replacing its high-priced &quot;smart card&quot; 
with the more widely used magnetic-stripe card like those used at groceries, gas 
stations and ATMs.&nbsp; </span></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">Eskew, 68, is one of the more 
than 1 million low-income Ohioans who use food stamps to buy groceries. Like 
most, she has yet to call a toll-free number to activate her card and select a 
pin number.&nbsp; </span></p>
  <p class="newsbody" align="justify" style="margin-top: 0; margin-bottom: 8px">
  <span style="font-family: Tahoma; color: black">She has a week. </span></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">At 11:59 p.m. Sunday, the green 
Ohio Direction cards that recipients currently use will no longer be accepted by 
grocers and other retailers.&nbsp; </span></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">Two minutes later, at 12:01 a.m. 
next Monday, recipients can start using the new blue and silver cards. </span>
  </p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">April benefits will be 
immediately available and any remaining balance on old cards will be transferred 
to the new ones by March 29.&nbsp; </span></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">The Ohio Department of Job and 
Family Services announced in October 2003 that it was abandoning its high-tech 
&quot;smart card&quot; after The Dispatch detailed how it was the most expensive system in 
the nation.&nbsp; </span></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">Unlike 48 other states, Ohio and 
Wyoming use the smart card with an embedded computer chip that holds account 
information. Other states use magnetic-stripe cards, which rely on phone lines 
to access account information. </span></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">While Ohio’s smart card costs 
$4.73 per caseload per month to operate, the new cards will cost 89 cents.&nbsp;
  </span></p>
  <p class="newsbody" align="justify" style="margin-top: 0; margin-bottom: 8px">
  <span style="font-family: Tahoma; color: black">John Scaggs, who oversees food 
stamps for the state, anticipates a smooth transition. </span></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">&quot;The system we are going to, an 
online swipe system, is 40-year-old technology. It’s reliable and stable,&quot; he 
said. </span></p>
  <p class="newsbody" align="justify" style="margin-top: 0; margin-bottom: 8px">
  <span style="font-family: Tahoma; color: black">The bigger challenge is spreading 
the word about the new cards and making sure recipients activate them. </span>
  </p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">Earlier this month, the state 
sent notices to more than 500,000 households receiving food stamps or that had 
gotten benefits during the past year, informing them that new cards would be 
coming in the mail.&nbsp; </span></p>
  <p class="newsbody" align="justify" style="margin-top: 0; margin-bottom: 8px">
  <span style="font-family: Tahoma; color: black">As of Thursday, all 515,817 cards 
had been sent out, and 87,735 of them, or 17 percent, have been activated.
  </span></p>
  <p class="newsbody" align="justify" style="margin-top: 0; margin-bottom: 8px">
  <span style="font-family: Tahoma; color: black">Department officials say they 
expect that number to increase dramatically in the next week or so when the 
cards become functional. Thousands of cards, they say, likely will never be 
activated. They were sent to former recipients who might have a balance of just 
a few dollars.&nbsp; </span></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">&quot;Even though they have all been 
mailed, we know that a lot of cards haven’t reached the recipient yet,&quot; said 
Dennis Evans, spokesman for the state agency. </span></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">&quot;We needed to change the system 
and we’re doing our best to get the word out. But (activating the card) is that 
one component that they are responsible for.&quot;&nbsp; </span></p>
  <p class="newsbody" align="justify" style="margin-top: 0; margin-bottom: 8px">
  <span style="font-family: Tahoma; color: black">Scaggs said most of the inquiries 
received so far have come from recipients asking why they haven’t gotten their 
card.&nbsp; </span></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">&quot;People should have them by 
(Thursday),&quot; he said. &quot;If not, they can call the customer service number of 
contact their caseworker.&quot; </span></p>
  <p class="newsbody" align="justify" style="margin-top: 0; margin-bottom: 8px">
  <span style="font-family: Tahoma; color: black">The customer service number is 
1-866-386-3071. </span></p>
  <p class="newsbody" align="justify" style="margin-top: 0; margin-bottom: 8px">
  <span style="font-family: Tahoma; color: black">Scaggs said that cards returned 
as undeliverable are being referred to county agencies for investigation 
regarding the recipients’ whereabouts.&nbsp; </span></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">&quot;When we converted from paper 
coupons to cards, a significant portion of the population wasn’t familiar with 
debit like cards,&quot; Scaggs said. &quot;Now a high percentage of this population is 
familiar with the current card and debit or credit cards. Cashiers are also 
familiar with the technology and can be of more assistance.&quot;&nbsp; </span>
  </p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <span style="font-family: Tahoma; color: black">Lisa Hamler-Fugitt, executive 
director of the Ohio Association of Second Harvest Foodbanks, said the new cards 
might encourage more eligible Ohioans to sign up for benefits because they are 
swiped by the same readers other shoppers use. The smart card had a special 
reader that often was located at only a single cash register.&nbsp; </span></p>
  <p class="newsbody" align="justify" style="margin-top: 0; margin-bottom: 8px">
  <span style="font-family: Tahoma; color: black">&quot;I think this will do a lot to 
reduce the stigma,&quot; she said. &quot;They look just like credit cards.&quot;

fruit juice, cheese, cereal and canned meats for low income senior citizens. On 
a rainy afternoon last week, a steady stream of elderly people arrived by car 
and taxi for their 25-pound box of food. Many said higher prescription drug and 
utility bills have squeezed their grocery budgets. About 12,000 Ohio senior 
citizens receive boxes of food each month, 9 percent fewer than last year 
because of federal budget cuts. News that President Bush wants to eliminate the 
Commodity Supplemental Food Program in his new budget proposal angered many.&nbsp;
  </span></font></p>
  <p class="newsbody" align="justify" style="margin-top: 0; margin-bottom: 8px">
  <font face="Tahoma"><span style="color: black">&quot;They want to replace it with food 
stamps,&quot; social worker Jan Lucas told one man.&nbsp; </span></font></p>
  <p class="newsbody" align="justify" style="margin-top: 0; margin-bottom: 8px">
  <font face="Tahoma"><span style="color: black">&quot;Do they want us to storm the 
castle?&quot; he shot back. </span></font></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <font face="Tahoma"><span style="color: black">Lucas laughed, handing the man an 
application for food stamps and heating assistance. Two women waiting their turn 
shook their heads.&nbsp; </span></font></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <font face="Tahoma"><span style="color: black">&quot;If they do that, they are going 
to hurt a whole lot of people,&quot; said Jane Courts, who recently adopted her 
7-year-old great-grandson.&nbsp; </span></font></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <font face="Tahoma"><span style="color: black">Most of their food comes from two 
sources: the $144 in food stamps Courts gets at the beginning of each month and 
the food box she gets in the middle of the month. </span></font></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <font face="Tahoma"><span style="color: black">Courts, 73, of Columbus, uses the 
canned beef to make barbecue and adds broth to the canned chicken to make 
chicken and dumplings. </span></font></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <font face="Tahoma"><span style="color: black">&quot;I like the juices, and the (dry) 
milk comes in handy at the end of the month,&quot; she said. &quot;If I’m out, he can mix 
it with water and sugar for his cereal.&quot;&nbsp; </span></font></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <font face="Tahoma"><span style="color: black">The U.S. Department of Agriculture 
runs the program, which cost $111 million this year. Launched in 1968, it 
operates in 32 states, in the District of Columbia and on three Indian 
reservations. Programs vary but mostly serve the elderly.&nbsp; </span></font>

  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <font face="Tahoma"><span style="color: black">Agriculture Department spokeswoman 
Jean Daniel said an expected budget deficit and the fact that the program is not 
nationwide prompted the proposal to eliminate it.&nbsp; </span></font></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <font face="Tahoma"><span style="color: black">&quot;Our concern is making sure 
everyone has access,&quot; she said. &quot;Eligibility requirements are very similar to 
food stamps, and those benefits are available nationwide.&quot; </span></font>
  </p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <font face="Tahoma">Under Bush’s plan, the program would end Dec. 31. Recipients 
would be eligible for $20 a month in transitional benefits for up to six months 
while they apply for food stamps or other assistance.&nbsp; </font></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <font face="Tahoma"><span style="color: black">Federal regulators estimate that 
each box contains $50 worth of groceries. </span></font></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <font face="Tahoma"><span style="color: black">Lucas and others said senior 
citizens typically don’t receive enough in food stamps to replace what they get 
in the commodities program. </span></font></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <font face="Tahoma">A quarter of Ohio’s elderly in the program also receive food 
stamps. On average, they get a monthly benefit of $40, said Beth Kowalczyk, who 
oversees the program for the Ohio Department of Job and Family Services.&nbsp;
  </font></p>
  <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
  <font face="Tahoma"><span style="color: black">&quot;They will really have to stretch 
their food stamps,&quot; she said. &quot;It’s a population that doesn’t have much else in

  <font face="Tahoma"><span style="color: black">the way of food or assistance 
except for Social Security.&quot;&nbsp; </span></font></p>

to replace the program, Kowalczyk said. </span></font></p>

          <b><font face="Tahoma" size="4" color="#006600">Ohio findings of largest-ever 
            hunger study from America’s Second Harvest released</font></b></p>
          <blockquote>

            <font face="Tahoma" size="3">COLUMBUS – More than 1.2 million 
            Ohioans, including more than one-third who are children, receive 
            emergency food assistance from the Ohio Association of Second 
            Harvest Foodbanks (OASHF) network.&nbsp; The data is part of a new report 
            – Hunger in America 2006 – by America’s Second Harvest.&nbsp; The 
            study is the largest, most comprehensive study ever conducted on 
            domestic hunger.</font></p>
            <p class="newsbody" align="justify" style="margin-top: 0; margin-bottom: 8px">
            <font face="Tahoma" size="3">“Without question, this is one of the 
            most important studies to ever be released in Ohio,” said Lisa 
            Hamler-Fugitt, executive director of OASHF.&nbsp; “Today, the picture is 
            clearer than ever before:&nbsp; hunger in Ohio is prevalent, and our 
            state must take action to address this extraordinary problem.”&nbsp; She 
            said that the numbers from the new study track closely with other 
            hunger studies conducted by Ohio’s foodbanks, including the 
            organization’s groundbreaking “No Names Please” hunger survey. 
            Twelve studies were conducted on the local level, covering the areas 
            served by foodbanks in the OASHF network.&nbsp; Local data tracked 
            closely with statewide and national data.</font></p>
            <p class="newsbody" align="justify" style="margin-top: 0; margin-bottom: 8px">
            <font face="Tahoma" size="3">Among the study’s findings:</font></p>
            <ul>
              <li>
              <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
              <font face="Tahoma" size="3">In any given week, 207,700 
              different Ohioans receive emergency food assistance.</font></li>
              <li>
              <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
              <font face="Tahoma" size="3">35 percent of those being served 
              are children under the age of 18, with one out of 10 children 
              served age 5 or under.</font></li>
              <li>
              <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
              <font face="Tahoma" size="3">Nine percent of those being 
              served are seniors.</font></li>
              <li>
              <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
              <font face="Tahoma" size="3">One-third of households (33 percent) 
              served include at least one employed adult.</font></li>
              <li>
              <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
              <font face="Tahoma" size="3">More than half (54 percent) of 
              those served are white, four out of 10 (41 percent) are 
              African American and just three percent are Hispanic.</font></li>
              <li>
              <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
              <font face="Tahoma" size="3">78 percent of households served by 
              emergency food programs in Ohio are classified as “food insecure,” 
              according to the U.S. government’s food security scale.</font></li>
              <li>
              <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
              <font face="Tahoma" size="3">More than one-third (37 percent) of 
              Ohio’s emergency food clients are experiencing hunger, and 
              almost one-third of households with children are experiencing 
              hunger.</font></li>
              <li>
              <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
              <font face="Tahoma" size="3">More than one-fourth of households 
              served reported having at least one member in poor health.</font></li>
            </ul>
            <p class="newsbody" align="justify" style="margin-top: 0; margin-bottom: 8px">
            <font face="Tahoma" size="3">The results were released at the 2006 
            Heat or Eat Summit, a conference which examined the relationship 
            between energy costs and emergency food reliance.&nbsp; This 
            inter-dependence was underscored in the survey, which found that 
            almost half (46 percent) of clients in Ohio reported having to 
            choose between paying for food and paying for utilities or heating 
            fuel.&nbsp; 37 percent of those surveyed said they had to choose between 
            paying for food and paying their rent/mortgage, and 32 percent had 
            to choose between paying for food and paying for medicine or medical 
            care.</font></p>
            <p class="newsbody" align="justify" style="margin-top: 0; margin-bottom: 8px">
            <font face="Tahoma" size="3">“It is clear that Ohioans are struggling 
            to make ends meet, even if they have a job,” said Hamler-Fugitt.&nbsp; 
            “The choice between eating and paying for energy or other basic 
            needs is a choice no one in our state should have to make.”</font></p>
            <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
            <font face="Tahoma" size="3">“Hunger is a problem that knows no 
            boundaries,” said Dan Flowers, executive director of the 
            Akron-Canton Regional Foodbank and OASHF board president.&nbsp; “Across 
            Ohio, whether in urban markets or rural communities, our citizens 
            are relying on emergency food – yet tragically still more than one 
            third are hungry.”</font></p>
            <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
            <font face="Tahoma" size="3">Flowers said that according to his local 
            study results, the agency serves more than 163,000&nbsp;people each 
            year.&nbsp; Of those served,&nbsp;34 percent are children, 10 percent are 
            seniors and nearly&nbsp;28 percent have someone in the home who is 
            working.</font></p>
            <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
            <font face="Tahoma" size="3">“The study makes it clear that while 
            welfare reform was intended to bring Ohioans out of poverty, that 
            simply has not been the result,” said Matt Habash, executive 
            director of the Mid-Ohio Foodbank and OASHF board member.&nbsp; “While 
            our welfare rolls are at an all-time low, poverty continues to 
            rise.”&nbsp; </font></p>
            <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
            <font face="Tahoma" size="3">According to the study, the average 
            income of foodbank clients is $780 per month, or 67 percent of 
            the federal poverty level.&nbsp; Yet just three percent of 
            households in the study rely on government welfare assistance (TANF 
            or disability assistance) as a source of household income. </font>
            </p>
            <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
            <font face="Tahoma" size="3">Of those surveyed, almost 75 percent had 
            applied for food stamps, but only four out of 10 were currently 
            receiving the benefit.&nbsp; Nearly half of respondents indicated 
            their families received Medicaid and/or Children’s Health Insurance 
            Program (CHIP) as their primary health care.</font></p>
            <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
            <font face="Tahoma" size="3"><span style="color:black">Ohio’s 
            foodbanks work closely with state and local elected officials to 
            advocate for policy priorities and recommend strategies for 
            addressing hunger in Ohio.&nbsp; In 2006, OASHF proposes the following 
            policies be adopted at the state level in response to specific needs 
            identified in the statewide study.</span></font></p>
            <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
            <font face="Tahoma" size="3"><span style="color:black">Invest TANF 
            surplus funds:</span></font></p>
            <ul>
              <li>
              <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
              <font face="Tahoma" size="3"><span style="color:black">to expand 
              income support programs that will help lift families out of 
              poverty, such as an increase in Ohio Works First grants or the 
              establishment of a state Earned Income Tax Credit;</span></font></li>
              <li>
              <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
              <font face="Tahoma" size="3"><span style="color:black">to provide 
              an appropriation to expand HEAP benefits; and</span></font></li>
              <li>
              <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
              <font face="Tahoma" size="3"><span style="color:black">to develop 
              programs that offer critical self-sufficiency tools for hungry 
              Ohioans, such as nutrition education, money management, job 
              training, educational opportunities and basic needs services.</span></font></li>
            </ul>
            <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
            <font face="Tahoma" size="3"><span style="color:black">Support:</span></font></p>
            <ul>
              <li>
              <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
              <font face="Tahoma" size="3"><span style="color:black">policy 
              changes and initiatives that enhance working collaborations with 
              foodbanks, non-profit and faith-based organizations to expand the 
              Food Stamp Program.</span></font></li>
            </ul>
            <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
            <font face="Tahoma" size="3"><span style="color:black">Expand Core 
            Programs:</span></font></p>
            <ul>
              <li>
              <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
              <font face="Tahoma" size="3"><span style="color:black">by providing 
              an additional $14 million in funding to expand the Ohio Food 
              Program and the Ohio Agricultural Clearance Program, and 
              allowing funds to be used in addition for personal care and 
              household products; and</span></font></li>
              <li>
              <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
              <font face="Tahoma" size="3"><span style="color:black">by providing 
              funding to foodbanks to cover increased costs of transporting food 
              and capacity-building grants programs to assist Ohio hunger relief 
              organizations.</span></font></li>
            </ul>
            <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
            <font face="Tahoma" size="3"><span style="color:black">At the federal 
            level, OASHF is urging Congress to expand eligibility and 
            increase benefits in the food stamp program.&nbsp; In addition, the 
            organization is advocating that Congress restore and fully fund 
            the Commodity Supplemental Food Program, Community Services Block 
            Grant program and the Social Services Block Grant, all of which 
            provide critical nutrition assistance to vulnerable Americans.</span></font></p>
            <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
            <font face="Tahoma" size="3">&nbsp;“Governor Bob Taft and the Ohio General 
            Assembly have a long history of supporting hunger relief efforts, 
            but it is clear we must do more to address this issue,” said 
            Hamler-Fugitt.&nbsp; “By taking proactive measures to lift our clients 
            out of hunger and building a policy base that provides an ongoing 
            support system to Ohioans in need, we can begin to make a real 
            difference.”</font></p>
            <p class="newsbody" style="margin-top: 0; margin-bottom: 8px" align="justify">
            <font face="Tahoma" size="3">Hamler-Fugitt cited the partnership 
            between the state of Ohio and Second Harvest that supports two 
            programs – the Ohio Food Program and the Ohio Agricultural Clearance Program – as an example of good government policy on 
            hunger relief.</font><font size="3"><span style="font-family: Tahoma">
            </span></font><font face="Tahoma" size="3">She also noted that in 
            February 2006, the Ohio Department of Job and Family Services 
            announced the expansion of the state’s Food Stamp Waiver program for 
            able-bodied adults without dependents, which added 26 more Ohio 
            counties with high unemployment to the current waiver program.&nbsp; In 
            all, 61 counties in Ohio are now covered in the waiver.</font></p>

            provide hunger relief in all 88 Ohio counties through a network of

          (OH) Cuts to hurt senior food program By Carmen Hubbard FAIRFIELD — 
          Seniors like Barbara Petredis depend on additional groceries from a 
          federal program to put food on the table. Now that program will be cut 
          this year and eliminated next year, leaving Petredis with one less 
          meal to eat. “I don’t like it because we need it,” she said. “They cut 
          seniors (programs) more than anything and it just hurts. Without the 
          food, we’ll just have to grin and bear it.” The Commodity Supplemental 
          Food Program provides boxes of food through federal funding each month 
          to ensure nutritious meals for seniors, pregnant women and mothers 
          with small children. The program is available in 32 states and 
          Washington, D.C. In Butler County, it’s available through Shared 
          Harvest Foodbank in Fairfield and is one of the agency’s two primary 
          programs. However, the program will be reduced this year and 
          eliminated next year, officials said. Shared Harvest on Dixie Highway 
          provides food to nearly 1,200 in Butler and Warren counties through 
          CSFP, according to executive director Tina Osso. The cuts will affect 
          about 110 seniors locally, she said. </span></font></p>
            <p class="newsbody" style="margin-top: 0; margin-bottom: 6px" align="justify">
            <font face="Verdana" color="black">
            <span style="color: black; font-family: Tahoma">“There’s going to be a 
          lot of people who might have to go back to eating dog food again,” 
          said Petredis, 67, of Hamillton. “This is a beautiful country built by 
          most of our seniors who are veterans.” </span></font></p>
            <p class="newsbody" style="margin-top: 0; margin-bottom: 6px" align="justify">

            <span style="color: black; font-family: Tahoma">The commodity program 
          gives a 40-pound box of food containing condensed milk, cereal, juice, 
          rice and instant potatoes, to seniors with an average monthly income 
          of $748. “With the high cost of gasoline, utilities and prescription 
          drugs, many seniors are having an even harder time keeping food on 
          their tables,” Osso said. “We are sacrificing them because of out of 
          control federal spending and burgeoning deficits.” Shared Harvest 
          coordinates with more than 250 food pantries in 30 counties in 
          Southwestern Ohio. It’s also an affiliate of America’s Second Harvest.

            <span style="color: black; font-family: Tahoma">“With hunger and food 
          insecurity are at an all time high, the thought of denying nearly half 
          a million seniors a box of nutritious food each month is tragic,” said 
          Robert Forney, president and chief executive officer of America’s 
          Second Harvest in Chicago. “CSFP has been tremendously successful in 
          ensuring our seniors have adequate food supply where the program is 
          available.” According to America’s Second Harvest, 33.6 million people 
          were faced with hunger or food insecurity nationwide in 2001. </span>

            <p class="newsbody" style="margin-top: 0; margin-bottom: 6px" align="justify">

            <span style="color: black; font-family: Tahoma">In Ohio, 9.1 percent of 
          the population dealt with hunger issues that same year. By 2020, 
          Butler County will be home to 83,000 seniors, most of whom will be 
          women, according to Miami University’s Scripps Gerontology Center. 
          Fanchon Todd, 62, of Fairfield delivers six boxes of food to seniors 
          through Elderly Services Program and receives a box of food each 
          month. She said those most affected by the cuts will be seniors who 
          don’t have access to transportation. “They have no way of going to the 
          store. That box of food gets them through the week and the month,” 
          Todd said. “What’s so bad about it is they decide to cut these boxes, 
          just the six client that I deliver to that’s their groceries.”</span></font></p>

            funding for the Commodity Supplemental Food Program (CSFP), which 
            provides commodity food packages to low-income seniors in Ohio.&nbsp; The 
            packages include a range of USDA-supported commodities that help 
            supplement often meager diets of the state’s senior population.&nbsp; &nbsp;CSFP 
            supplies food intended to be a good source of nutrients typically 
            lacking in the diets of the elderly.</span></p>

            little already, and many are on fixed incomes and can’t afford to
